The Window
Public Notice Without Contact
The Window exists so people can see what is available before anyone approaches them. It is a public place of notice. It is not a conversation or an invitation. It does not respond to attention. People may look but nothing looks back.
Who the Window Applies To
The Window applies to any organized entity that needs something from people. This includes businesses, governments, nonprofits, charities, medical providers, researchers, schools, platforms, community groups, and any other organized body acting as a unit.
Size does not matter. Purpose does not matter. Good intentions do not matter.
If an entity can act as a unit and seek participation, labor, information, consent, attention, or access from people, it must appear in the Window first.
People never appear in the Window. Only entities do.
The Window allows people to keep abreast of current cultural and institutional needs, search for services that may be of benefit, understand where help is being sought, see what opportunities exist without being targeted, and decide quietly and on their own terms whether to engage.
What Appears in the Window
Items appearing in the Window carry a Window Eligibility State (WES). This state does not describe approval, intent, quality, or compliance. It exists solely to indicate that the item’s presence is downstream of the required legitimacy sequence.
The Window does not explain this state. It does not display it. It simply requires it.
The Window is visible to people and settlement institutions. People view requests and offers in order to decide whether to engage. Settlement institutions view only the information required to verify eligibility for value transfer.
The Window shows only what entities need from people and what they are offering. It functions like a public notice board. Inquiries may include the kind of help being sought, the kind of participation being requested, the kind of work being offered, the limits of that need or offer, and when it applies.
Nothing is addressed to anyone. Nothing is personalized. Nothing is ranked, recommended, or targeted. The same information appears the same way for everyone.
What the Window Does
The Window lets people know what exists without being acted upon. It allows a person to see what kinds of requests are being made, what kinds of opportunities are available, and what kinds of needs exist, all without signaling interest, creating obligation, or inviting follow-up.
Looking does nothing. Not looking does nothing. Silence changes nothing.
What the Window Does Not Do
The Window does not ask, persuade, follow up, explain, negotiate, or pressure.
It does not track who looks. It does not infer interest. It does not escalate.
Nothing passes through the Window. Things only appear there.
Asking for Help
This definition does not prevent anyone from asking for help. It changes how asking is allowed to happen.
A small business may still need help. A nonprofit may still seek volunteers. A clinic may still recruit participants. A community group may still ask for support. All of that is allowed.
What is not allowed is placing a specific person in a position where refusal must be personal, immediate, or socially costly. The size of the asking entity does not reduce pressure. Familiarity often makes refusal harder.
The Window requires that need be stated first, publicly, without addressing anyone. This protects people from obligation and protects entities from relying on guilt, urgency, or personal leverage.
Equality by Design
Everything in the Window appears the same way for everyone. There are no special channels, no quiet access, no trusted-actor exemptions, and no emergency shortcuts by default.
Medical needs do not get private reach. Government needs do not get broadcast privilege. Corporate needs do not get personalization.
All entities post in the same place. People decide later, or not at all.
Relationship to Engagement
The Window comes before any approach and seeing what is available does not begin engagement. Engagement, if it happens, happens elsewhere and later.
The Window exists so choice can precede pressure.
Closing
The Window does not decide. It does not persuade and it does not pursue. It exists so people can know what exists before anything asks something of them.
That is all it does.
